The Academy
In his Annual Report and Oral Update, presented in March at the 52nd session of the United Nations Human Rights Council, UN High Commissioner for Human Rights Volker Türk referred to the human rights situation in a high number of countries across the globe to warn of “agonizing levels” of contempt the human being in the face of daily occurrence of violence across the globe, with one quarter of the world’s population living in conflict-affected places.
Along with war and conflict, discrimination, poverty, restrictions on civic space and new digital technologies, as well as the triple planetary crisis – climate, air pollution and biodiversity loss – present unprecedented threats to human rights, urgently calling for civil society and human rights defenders, state institutions and international organizations to find solutions and take action.
Against this backdrop, the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) invites applications for the “CPG Online Academy on Human Rights 2023”, to be held from 21-30 June 2023 to address the critical situation of human rights across the globe.
The eight-teaching day intensive certificate course is designed for students, recent graduates, activists and young professionals who are eager to deepen and enhance their knowledge and skills in the human rights field.
Bridging theoretical and practical dimensions, internationally recognized scholars and practitioners will provide courses on current issues as well as cutting-edge developments and applications.
The Academy will cover a broad range of core topics, including, among others:
- the fundamental concept and reality of human rights
- human rights critiques
- international human rights regimes and mechanisms
- institutionalized human rights defenders
- the vagaries and practices of human rights advocacy
- human rights and business
- climate change, environmental degradation, and human rights
- forced migration & human trafficking
- LGBTQ+, women and child rights
- digital security and democracy
- the tension between national security and human rights,
- challenges to human rights in an age of geopolitics and disruptive technology
Course Structure and Duration
The Academy will be held on eight teaching days (21-23 June, 26-30 June), with about six hours teaching and discussion time each day.
To accommodate the availability of speakers and participants from different time zones, teaching will start at around 1 pm ICT (GMT+7).

For the entire program, the organizers provide every selected participant with a scholarship making attendance of the program effectively free of charge.

We invite and accept applications from committed candidates from all around the world with the necessary proficiency in English and the wish to actively participate in the full program.
In order to maintain high teaching standards and to ensure genuine engagement and interaction, we will be able to accept only a limited number of participants.

Dates
Applications are open and must be submitted by 6 June 2023. Applications are reviewed on a rolling basis. Successful candidates will be notified within 5 working days after online registration and the submission of application documents.

The Academy is jointly hosted and organized by the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (‘CPG’) in cooperation with the Asian Governance Foundation (AGF), and the Hanns-Seidel Foundation (HSF).
- German-Southeast Asian Center of Excellence for Public Policy and Good Governance (‘CPG’)
CPG is an academic institute and think tank, built upon a cooperation between the German universities of Frankfurt and Münster, and Thammasat University in Thailand. It is one of only five Centers of Excellence that were established worldwide in 2009 under the Excellence Initiative of the German Federal Government. Funded by the German Ministry of Foreign Affairs (Federal Foreign Office) and administratively support by the German Academic Exchange Service (DAAD), CPG is recognized as leading institute in the field peace and security, international relations and geopolitics, as well as mediation and conflict resolution. It regularly organizes academic events and publishes the Asia in Review (AiR) and the Europe in Review (EiR), a weekly and monthly policy brief on constitutional politics, human rights and nation security, international relations, diplomacy and geopolitics, as well as regional and global order and security in Asia and Europe respectively. Last year, CPG established the CPG Peace and Security, CPG’s performance center in charge of the Academy.
- Asian Governance Foundation (AGF)
A charitable foundation under Thai law, the Asian Governance Foundation is CPG’s sister organization and its legal arm.
- Hanns-Seidel Foundation
The Hanns Seidel Foundation (HSF) is one of five German political foundations present in Bangkok. Aligned with the Christian Social Union, the political party that runs only in the federal state of Bavaria, the foundation engages in political education in Germany and in development cooperation abroad, running around 100 projects in 65 countries worldwide. The HSF office in Bangkok is responsible for projects in Thailand and Laos.
